Establishes a new registration category for former military vehicles at least 25 years old, including Pinzgauers, Kaiser Jeep M715s, Humvees, and DUKWs/Ducks.

Permits owners of former military vehicles to apply for registration with the county director of finance where the vehicle is located.

Allows former military vehicles to be used for transporting the owner's property and passengers without charge in furtherance of the owner's primary business, with passenger transportation limited to direct trips to and from the place of business.

Prohibits former military vehicles from being used for transportation of persons or property for hire and limits cargo weight to 500 pounds, excluding mounted campers, trailers, or persons in the driver's compartment.

Classifies former military vehicles as special interest vehicles and takes effect January 1, 2020.
