Directs the Department of Transportation to develop and implement a single occupant vehicle access fee program allowing solo drivers to use designated zipper lanes (high occupancy vehicle lanes) in counties with populations of 500,000 or more by paying a fee amount to be determined.

Requires all revenues collected from single occupant vehicle access fees to be deposited into the state highway fund.

Mandates the Department of Transportation submit an annual report to the legislature no later than twenty days before each regular session, including assessment of program successes and challenges, activities conducted, total fees paid, and accounting of revenues generated.

Amends the definition of "high occupancy vehicle lane" to explicitly include single occupant vehicles paying the access fee alongside school buses and multi-occupant vehicles.

Takes effect July 1, 2050.
