Amends Act 12, Session Laws of Hawaii 2018 to expand the $100,000,000 Kauai disaster relief appropriation to include flood mitigation measures in addition to disaster relief from the April 2018 flooding event.

Expands the $25,000,000 statewide disaster relief appropriation (outside Kauai) to include mitigation measures for current or future natural or man-made events, not just the April 2018 flooding.

Defines "mitigation measures" as the reduction of harm from future flooding events through structural and nonstructural actions, interventions, and investments.

Extends the lapse date for both appropriations from June 30, 2019 to June 30, 2020, allowing unspent funds to remain available longer.

Exempts both appropriations from Hawaii Revised Statutes section 37-74(d) restrictions on transfers or changes to appropriations.
