Establishes the State Highway Enforcement Program within the Department of Transportation to enforce illegal parking violations on state highways and manage parking-related improvements through partnerships with law enforcement, state departments, county agencies, and community groups.

Imposes a $200 surcharge on parking violations on state highways, enforced by district courts in addition to any other applicable penalties and fines.

Directs 50% of surcharge revenue to the state highway fund and 50% to the police department of the county where the violation occurred for enforcement of parking laws on state highways.

Requires the Director of Transportation to submit annual reports to the legislature on the program's status and progress, including updates on all moneys deposited into and expended from the state highway fund.

Takes effect July 1, 2019.
