Amends Hawaii Revised Statutes Section 46-4 to allow counties to enact zoning ordinances that amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time in any zoning classification.

Extends the authority previously limited to commercial, industrial, resort, and apartment zones to now include residential zones for transient vacation rental units specifically.

Clarifies that amortization or phasing out of nonconforming uses does not apply to residential (single-family or duplex) or agricultural uses, except for nonconforming transient vacation rental units addressed in the amendment.

Addresses housing shortage concerns by enabling counties to revert nonconforming transient vacation rentals in residential zones to residential use when discontinued.

Takes effect upon approval.
