Amends Hawaii Revised Statutes Section 46-6.5(c) to give counties two options when land is dedicated for a right-of-way: accept the dedication and assume costs for improvements and maintenance, or require the subdivider or developer to improve and maintain the right-of-way.

Allows counties to require by ordinance that subdividers or developers establish and initially fund a stewardship fund controlled by the county for improvement and future maintenance of the right-of-way.

Removes language requiring county acceptance of right-of-way dedication before the county's maintenance obligations arise, clarifying that dedication alone triggers the requirement for either county assumption or developer responsibility.

Does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date.

Takes effect upon approval.
