Grants the President of the Senate and Speaker of the House of Representatives joint authority to allocate and assign office space in the state capitol, excluding the fifth floor and offices 412, 415, and 417 on the fourth floor.

Authorizes the President of the Senate and Speaker of the House of Representatives to jointly allocate non-metered parking stalls in the state capitol parking lot, excluding stalls reserved for the Office of the Governor and Office of the Lieutenant Governor.

Reserves the fifth floor of the state capitol for allocation by the Governor.

Takes effect on January 1, 2051.
