Requires all applicants for commercial marine licenses to appear in person before the Department of Land and Natural Resources.

Prohibits the department from issuing or renewing a commercial marine license to alien crew members who have not been granted permission to land temporarily under federal law.

Extends commercial marine license requirements to persons providing vessel charter services in Hawaii for taking marine life in or outside the state.

Maintains existing department authority to adopt rules and set fees for commercial marine licensing under chapter 91.

Takes effect on July 1, 2019.
