Increases the Comptroller's authority to settle and pay claims within section 41D-8 from $15,000 to $25,000 without attorney general review.

Increases the Comptroller's authority to settle and pay tort claims not within section 41D-8 from $10,000 to $25,000 without court approval.

Raises the threshold for claims paid from the state risk management revolving fund from $10,000 to $25,000; claims exceeding $25,000 require legislative appropriation.

Requires the Comptroller's annual report to the legislature to cover all claims arbitrated, compromised, or settled as provided in section 41D-3, rather than only those for $10,000 or less.

Takes effect on July 1, 2019.
