Reduces the percentage of state fund capital improvement appropriations transferred to the works of art special fund from one per cent to 0.5 per cent.

Limits the 0.5 per cent transfer requirement to appropriations designated for construction of new state buildings, properties, or facilities (removing coverage of renovation projects).

Maintains the exemption for appropriations from the passenger facility charge special fund and rental motor vehicle customer facility charge special fund.

Requires each state agency receiving applicable capital improvement appropriations to calculate and transfer the 0.5 per cent amount into the works of art special fund upon availability of moneys.

Takes effect upon approval.
