Amends Section 46-4 of Hawaii Revised Statutes to require counties to give full consideration to urban agriculture principles and policies when establishing zoning districts and regulations.

Applies to zoning in Hawaii, Maui, and Kauai counties as part of their long-range, comprehensive general planning process.

Removes language limiting zoning powers to "county or city" and revises it to apply only to counties.

Becomes effective on July 1, 2019.
