• Amends Section 89-9 to include "benefits and amounts of contributions" to the Hawaii employer-union health benefits trust fund as negotiable subjects in collective bargaining discussions.

• Removes the exclusion of health benefits contributions from the list of excluded bargaining subjects, allowing both benefits and contribution amounts to be negotiated between employers and unions.

• Modifies Section 89-11(g) to allow binding arbitration to resolve impasses on health benefits contributions, removing the previous requirement that contribution disputes be submitted to the legislature.

• Eliminates the prior prohibition on strikes regarding health benefits contribution amounts by allowing these disputes to be resolved through the standard arbitration process.

• Takes effect January 1, 2050.
