Removes the distinction between U-drive motor vehicles and other motor vehicles for motor vehicle registration fees, making all vehicles subject to the same $2 base fee established by county ordinance.

Allows counties to increase the $2 motor vehicle registration fee up to a maximum of $10 by ordinance, with revenue above $2 directed solely to abandoned or derelict vehicle disposition costs.

Expands the definition of "other related activities" for abandoned or derelict vehicle disposal to explicitly include storage fees negotiated between counties and contracted towing companies.

Deposits all collected fees into a county revolving fund titled "the highway beautification and disposal of abandoned or derelict vehicles revolving fund" for highway beautification and vehicle disposal purposes.

Effective date: July 1, 2050.
