Allocates transient accommodations tax revenues to assist counties with populations less than 500,000 in providing bus routes between popular tourist destinations and airports.

Requires buses to be equipped with baggage handling capabilities to serve visitor transportation needs.

Adds new funding priority to Section 237D-6.5(b)(3)(B)(iii) of Hawaii Revised Statutes for county bus route assistance from tourism special fund revenues.

Takes effect on July 1, 2019.

Aims to reduce emissions and traffic by providing on-island travel alternatives to car rentals for visitors.
