Requires all state and county agencies to identify and evaluate vehicle fleet energy efficiency programs using vehicle fleet performance contracts.

Allows agencies to enter into multi-year vehicle fleet performance contracts (up to 20 years) to acquire vehicles, charging/fueling infrastructure, and renewable energy systems, with costs financed through operational and fuel cost savings.

Agencies may incorporate vehicle fleet cost-savings measures into existing energy performance contracts under section 36-41, provided they meet specified contracting requirements.

Vehicle fleet performance contracts must require annual payments not exceed actual fleet operational and fuel cost savings, and guaranteed-savings plans must include bonded guarantees with 30-day payment obligations if actual savings fall short of guaranteed amounts.

Items financed under vehicle fleet performance contracts are ineligible for state tax credits, rebates, or other state financial incentives.
