Repeals the requirement for each University of Hawaii campus to prepare annual operations plans for fiscal year budget planning and management.

Repeals the automatic lapse of remaining moneys in the University of Hawaii Tuition and Fees Special Fund to the system-wide support account at the end of each fiscal year.

Retains provisions allowing the Board of Regents to authorize up to $3,000,000 annually from the fund for alumni relations and private fundraising activities.

Retains provisions allowing transfers from the tuition and fees special fund to the scholarship and assistance special fund.

Takes effect on July 1, 2050.
