Requires the Department of Accounting and General Services to establish and operate two child care centers on Oahu for eligible children of state employees, with one located in or near the state capitol building and one in Kapolei.

Defines eligible children as those with a parent, grandparent, aunt, uncle, or legal guardian who is a full-time state employee, including appointed or elected officers, legislators, justices, or judges.

Centers must provide full-time child care on weekdays when most state employees work, operating at least 30 minutes before and after regular work hours.

Permits centers to charge minimal fees to offset costs and allows them to serve non-state employee children if space is available.

Appropriates unspecified general revenue funds for fiscal years 2019-2020 and 2020-2021 to establish and operate the centers, effective July 1, 2019.
