• Authorizes transient accommodations (vacation rentals and home sharing) statewide, subject to operators obtaining state registration, county permits, and compliance with all applicable taxes and laws.

• Requires counties to maintain and publish registries of authorized transient accommodation properties and operators, except in counties that do not regulate transient accommodations.

• Mandates hosting platforms (online booking services) to collect and remit transient accommodations tax and general excise tax to the state, and prohibits them from processing bookings for unlisted properties.

• Requires hosting platforms to regularly disclose to the state detailed information on all in-state listings, including operator names, addresses, length of stays, and prices paid.

• Establishes enforcement mechanisms including civil and administrative penalties of $250-$5,000 per violation, cost reimbursement, back taxes, and authorizes the state to issue administrative subpoenas for compliance investigations; effective January 1, 2020.
