Amends Section 201B-7 of Hawaii Revised Statutes to allow contracts for marketing of the Hawaii Convention Center to be issued separately from contracts for management, use, operation, or maintenance of the facility, effective January 1, 2020.

Changes the effective date requirement from January 1, 2003 to January 1, 2020 for separating convention center marketing contracts from facility management contracts.

Authorizes the Hawaii Tourism Authority to enter into separate marketing contracts for all uses of the convention center facility independent of operational management agreements.

Requires the Hawaii Tourism Authority to continue submitting periodic reports of all contracts and agreements to the governor, speaker of the house of representatives, and president of the senate.

Takes effect upon approval.
