Amends Hawaii Revised Statutes Section 179D-6(b) to require the Board of Land and Natural Resources to prepare all studies needed to determine safe removal or retirement of dams or reservoirs upon request by homeowner associations or individual homeowners.

Applies this requirement only to homeowner associations established when a dam or reservoir was situated on the property, or to homeowners who received property with an existing dam or reservoir at the time of conveyance.

Modifies the board's authority over dam and reservoir repair, alteration, and removal by adding an exception for eligible homeowners and associations seeking to remove or retire structures on their properties.

Takes effect upon approval with no retroactive effect on rights, duties, penalties, or proceedings that occurred before the effective date.
