Requires automatic recount of all votes for any office when the margin between the top two candidates is 100 votes or less, or 0.5% of total votes cast, whichever is greater.

Requires automatic recount on ballot questions when the difference between affirmative and negative votes is 100 votes or less, or 0.5% of votes cast, whichever is greater.

Mandates completion and public announcement of all mandatory recounts no later than seven days following the election, with no cost charged to candidates.

Allows affected candidates or their representatives to attend and witness the recount, with notification required at least one day prior.

Modifies election contest filing deadlines to allow complaints related to mandatory recounts to be filed within five days after public announcement of recount results.
