Amends Hawaii Revised Statutes Section 171-2 to exempt lands set aside by the governor to the Hawaii Housing Finance and Development Corporation (HHFDC) for affordable housing development from the definition of public lands subject to Department of Land and Natural Resources (DLNR) management.

Amends Section 171-64.7 to apply the same exemption to HHFDC lands set aside by the governor for the primary purpose of affordable housing, removing them from state land management requirements.

Requires legislative approval prior to the sale or gift of lands set aside by the governor to HHFDC for affordable housing purposes.

Takes effect on July 1, 2050.
