• Requires the Department of Health to adopt rules for onsite non-potable water reuse systems by January 1, 2021

• Rules shall be guided by the Water Environment and Reuse Foundation and the Water Research Foundation's "A Guidebook for Developing and Implementing Regulations for Onsite Non-Potable Water Systems," with focus on public safety and minimizing public risk

• Establishes legislative findings that Hawaii's limited fresh water supply requires strategies to increase water conservation and reuse to achieve a statewide goal of increasing water security by 100 million gallons per day by 2030

• Directs rulemaking to be informed by a water reuse task force organized by the Department of Health to identify policies for scaling water reuse across the Hawaiian islands

• Takes effect on July 1, 2019
