Authorizes the Director of Finance to issue general obligation bonds for capital improvement projects related to water reuse systems in Hawaii.

Appropriates bond proceeds for fiscal year 2019-2020 to fund two demonstration projects: Kanaha Beach Park greywater reuse demonstration project (Maui) and Kealakehe wastewater treatment facility dual piping system design (Hawaii County).

Finds that Hawaii has experienced a 22% rainfall decrease over the last 30 years, with projections showing only 75% of 1985 rainfall levels by 2030, necessitating water conservation and reuse initiatives.

Requires unexpended appropriations to remain available beyond the fiscal biennium, with any unencumbered funds lapsing on June 30, 2022.

Takes effect on July 1, 2050.
