Establishes the Molokini special fund to receive legislative appropriations, user fee revenues from commercial operators, and penalties/fines collected under this section.

Authorizes the Department of Land and Natural Resources to require commercial operators conducting dive tours, charters, or other activities within the Molokini shoal to charge customers a user fee, with operators retaining $1 per fee for administrative costs.

Allows expenditure of special fund moneys for marine enforcement and monitoring positions, inspection and maintenance of moorings within Molokini shoal and leeward Maui, and construction of improvements supporting commercial operators.

Appropriates $1,360,000 for fiscal years 2019-2020 and 2020-2021 for three conservation and resources enforcement officers with vessel, five monitoring positions, mooring maintenance ($300,000), and new moorings along leeward Maui ($400,000).

Effective July 1, 2019.
