Authorizes the Board of Agriculture to request the Governor declare an agricultural emergency when world conflict, terrorist threat, natural disaster, or disease outbreak may substantially interrupt commerce and crop production in Hawaii.

Requires the Department of Agriculture to develop and implement emergency response measures upon gubernatorial declaration of an agricultural emergency, consistent with chapter 127A.

Establishes the Agricultural Emergency Trust Fund, administered by the Board of Agriculture, to be funded by legislative appropriations, gifts, grants, and interest earned on fund balances.

Restricts trust fund use exclusively to implementing emergency measures responding to agricultural industry disruptions, with fund balances carrying forward year to year.

Requires the Board of Agriculture to submit annual accounting reports of trust fund receipts and expenditures to the legislature no later than twenty days before each regular legislative session.
