Appropriates unspecified funds from general revenues for fiscal years 2019-2020 and 2020-2021 to support native dryland forest restoration, management, and maintenance on Kahoolawe island reserve.

Requires replanting of one hundred acres of native dryland forest annually across five specified regions: Luamakika, Puu O Moaula Nui, Puu O Moaula Iki, Honokanaia, and Kealakahiki channel.

Provides funding for work crews to clear invasive weeds, amend soil, plant native species, and install irrigation systems, including management oversight personnel.

Covers irrigation materials and supplies including solar powered pumps, solar desalination systems, power tools, all-terrain vehicles, fuel, native plants, and geotextile materials.

Includes support services such as vessel and helicopter transportation, housing, meals, and equipment repair for field crews, volunteers, and commission staff.

Takes effect July 1, 2050.
