Prohibits counties from accepting discounted payments on fines levied by county planning and permitting departments or agencies.

Voids any existing county ordinance or rule that conflicts with the discount prohibition.

Defines "discounted payment" as payment less than the full fine amount, excluding partial payments where the full amount remains outstanding.

Requires the State Auditor to conduct annual audits of fines assessed and collected by county planning and permitting departments and submit findings and recommendations to the legislature at least 20 days before each regular legislative session.

Effective date: July 1, 2030.
