Directs the Hawaii Climate Change Mitigation and Adaptation Commission to conduct an inventory of critical public infrastructure vulnerable to sea level rise and analyze predicted impacts.

Requires the Commission to identify priority areas throughout the State subject to high rates of coastal erosion and sea level rise, including both public and private properties.

Mandates the Commission to design sea level rise impact zone maps for legislative adoption and develop adaptation plans with state and county agencies.

Requires the Commission to submit recommendations to the legislature no later than 20 days before the 2021 Regular Session on managed retreat, relocation, mitigation measures, and funding mechanisms.

Appropriates $1,000,000 for fiscal year 2019-2020 for Commission activities and $75,000 annually for fiscal years 2019-2020 and 2020-2021 for the Climate Change Mitigation and Adaptation Coordinator position.
