Requires the executive office on aging to coordinate with the University of Hawaii center on aging to develop and implement an active aging initiative based on "Hawai'i's 2020 Vision: The State of Active Aging" released in November 2013.

Establishes an active aging advisory committee composed of 13 members including state officials, one resident from each county, business and nonprofit representatives, and academic institution representatives focused on elderly needs.

Directs the advisory committee to review and update the 2020 vision document with sections on state plan initiatives, active aging resources, economic opportunities, worker matching services, pre-retirement seminars, educational curriculum plans, and promotion of Hawaii as a center for active aging.

Requires the advisory committee to submit a preliminary report to the kupuna caucus by June 30, 2020, and a final report with recommendations and proposed legislation to the legislature by September 30, 2021.

Appropriates general revenue funds for fiscal year 2019-2020 to develop and implement the active aging initiative, with the sum to be expended by the executive office on aging.
