Incorporates federal Title IX exemptions into Hawaii's Act 110 (2018) regarding sex discrimination in educational programs, effective January 1, 2020.

Prohibits discrimination based on sex, gender identity, gender expression, or sexual orientation in state educational programs and activities that receive state financial assistance.

Allows social fraternities, social sororities, youth service organizations, and educational institutions to maintain separate facilities or membership practices by sex, consistent with federal law.

Permits educational institutions to award sex-restricted scholarships and financial assistance from wills or trusts, provided the overall effect does not discriminate on the basis of sex.

Extends the legislative reference bureau's deadline to August 1, 2019 to complete a study of Title IX enforcement practices and procedures on federal and state levels, with proposed enforcement legislation.
