Amends Section 132-3 of Hawaii Revised Statutes to change the adoption process for the state fire code from public hearings under Chapter 91 to the Chapter 92 process used for other state building codes.

Requires the state fire council to adopt the state fire code "in accordance with chapter 92" instead of "after public hearings pursuant to chapter 91."

Aligns the state fire code adoption process with other Hawaii state building codes (building, residential, plumbing, electrical, energy, and elevator codes), which already use the Chapter 92 stakeholder meeting process.

Maintains the state fire council's annual review and amendment of the state fire code and its incorporation into the Hawaii state building codes.

Takes effect on July 1, 2050.
