Amends Section 107-29, Hawaii Revised Statutes to change the Department of Accounting and General Services' authority from "shall adopt" to "may adopt" administrative rules pursuant to chapter 91.

Repeals the requirement for public hearings under chapter 91 in the state building code adoption process, making adoption proceed only under chapter 92 requirements.

Aligns the state building code adoption procedure with other state building codes (residential, plumbing, electrical, energy, and elevator codes) by requiring only chapter 92 compliance.

Maintains the role of the State Building Code Council, comprised of expert members representing designers, contractors, industry representatives, and regulatory officials, in adopting building codes.

Takes effect upon approval.
