Amends Section 132-16 of Hawaii Revised Statutes to specify types of fire protection systems for which the State Fire Council may establish certification qualifications and procedures.

Expands certification authority to include water-based fire protection systems, other fire protection systems, private fire hydrants, portable fire extinguishers, and fire alarm systems.

Requires certifications to conform with the adopted state fire code and nationally recognized standards, with county fire departments administering the testing and certification process.

Authorizes county fire departments to establish and charge reasonable certification fees for individuals performing maintenance and testing of the specified fire protection systems.

Effective date: July 1, 2050.
