Requires the Legislative Reference Bureau to review and update the findings and recommendations from its 2011 Report of the Illegal Fireworks Task Force to the Legislature.

Authorizes the Legislative Reference Bureau to consult with any person, agency, or organization at its discretion when preparing the updated report.

Mandates the Legislative Reference Bureau submit the updated report, including recommendations and proposed legislation, to the legislature no later than December 1, 2019.

Establishes legislative findings that consumer fireworks cause fires, burn injuries, excessive smoke, and loud noise that traumatize residents and pets, while straining public safety agencies' response capacity.
