Requires the Department of Education to establish and maintain an alternative school in the Honolulu school district on Oahu for juveniles involved in or at high-risk of involvement in the justice system.

Alternative school shall operate as an off-campus learning center modeled after the High Core Program and serve at-risk secondary students referred by their home schools after all school-level resources are exhausted.

School shall offer full-time programs, before- and after-school programs, and twilight school programs for students meeting eligibility criteria including ten or more unauthorized absences, academic failure in two or more courses, three or more disciplinary referrals, grade-level delays, juvenile justice system involvement, or other at-risk factors.

Appropriates funds from general revenues for fiscal year 2019-2020 to establish and maintain the alternative school, including costs for utilities, curriculum, equipment, supplies, and staff hiring (specific dollar amount not filled in).

Act takes effect July 1, 2050.
