Authorizes judges or magistrates to issue search warrants based on sworn oral statements made in person or by telephone, or sworn statements communicated electronically.

Requires oral statement applications to show probable cause that delay may result in destruction or disappearance of items to be searched or seized, with mandatory recording and transcription of all communications.

Establishes electronic application process allowing applicants to electronically sign affidavits using "/s/ (title) (full name), (date)" format, with judges/magistrates able to examine applicants and exhibits before approving.

Prohibits execution of search warrants based on oral statements or electronic communications between 10:00 p.m. and 6:00 a.m. unless judge or magistrate permits.

Requires applicants to provide audio or electronic copies of warrant recordings to persons being searched, with judges/magistrates able to issue protective orders limiting disclosure.
