Prohibits any vehicle except low-range, four-wheel drive vehicles from being driven through the connecting roadway corridor between the Waipio valley lookout and the floor of Waipio valley.

Allows exceptions for vehicles executing legal turns, lane changes, or parking maneuvers to exit the area; authorized emergency vehicles; official federal, state, or county vehicles performing actual duty; vehicles assisting stalled or broken vehicles; vehicles yielding to emergency vehicles; and vehicles engaged in research or maintenance activities.

Violators are subject to a fine of $250.

Specifies that all-wheel drive vehicles are not considered to be low-range, four-wheel drive vehicles for purposes of this section.

Effective upon approval and does not affect rights, duties, penalties, or proceedings that began before the effective date.
