Requires the Chief Information Officer of the Office of Enterprise Technology Services to update the state information technology strategic plan every four years.

Mandates submission of the first updated plan to the governor and legislature no later than twenty days before the 2021 regular legislative session.

Adds the four-year update requirement as a new duty of the Chief Information Officer under Hawaii Revised Statutes Section 27-43.

Establishes that subsequent updated plans must be submitted to the governor and legislature twenty days prior to every fourth regular legislative session.
