HB 532 Summary

• Establishes a full-time Chief Data Officer within the Office of Enterprise Technology Services, appointed by and reporting to the Chief Information Officer, to develop and manage statewide data policies, procedures, and standards.

• Requires executive branch departments, including the Department of Education and University of Hawaii, to make appropriate existing data sets electronically available through data.hawaii.gov or successor website, subject to restrictions on proprietary, licensed, and personally identifiable information.

• Creates a Data Task Force composed of legislators, judiciary representative, department directors, University of Hawaii president, and public stakeholders to assist the Chief Data Officer in developing state data policies and standards.

• Amends Hawaii Revised Statutes sections 27-44, 27-44.2, and 27-44.3 to designate the Chief Data Officer (rather than Chief Information Officer) as responsible for data set policies and directs development of data set format standards for all agencies.

• Appropriates general revenues for salary and benefits of the Chief Data Officer for fiscal years 2019-2020 and 2020-2021; effective July 1, 2050.
