Specifies that government agency maintenance or repair of roads with disputed ownership between the State and counties shall not be deemed to establish the agency's ownership or jurisdiction over those roads.

Allows the State to quitclaim any interest it holds in a disputed road if a county requests or requires title to that road.

Clarifies that counties may impose and enforce traffic laws on disputed roads and that no presumption of county ownership arises from the county's maintenance activities on such roads.

Confirms the general public has unrestricted right to use disputed public streets, roads, or highways to access shorelines and public recreational areas.

Effective date: July 1, 2019.
