Establishes minimum appliance efficiency standards for computers, computer monitors, faucets, high color rendering index fluorescent lamps, showerheads, and spray sprinkler bodies sold or installed in Hawaii, effective January 1, 2021.

Standards are based on California Code of Regulations and federal EPA specifications, with the Department of Business, Economic Development, and Tourism authorized to adopt rules for enforcement.

Projected to save Hawaii households up to $1,000,000,000 in electricity costs over 20 years (approximately $215 annually per household) while reducing energy and water consumption.

Requires manufacturers to test and certify products; products listed in California's Modernized Appliance Efficiency Database System are deemed compliant.

Requires the public benefits fee administrator to educate and train appliance manufacturers, distributors, and retailers about the efficiency standards to improve compliance.
