Amends Section 196-9 of Hawaii Revised Statutes to require state agencies to fully implement energy efficiency and environmental standards during planning, budget preparation, and program implementation.

Removes the qualifier "to the extent possible" from the statute, making compliance with energy efficiency goals mandatory rather than discretionary.

Establishes exceptions to the requirement only when implementing energy efficiency standards may jeopardize public health and safety or conflict with emergency situations.

Applies to state facilities, motor vehicles, and transportation fuel standards.

Takes effect upon approval.
