Establishes a three-year pilot program (July 1, 2019 - June 30, 2022) authorizing nonprofit organizations in counties with populations of 500,000 or more to provide shelter to homeless persons on property they own or control.

Permits shelter provision in buildings on the property or outdoors with proper protection from natural elements, including temporary encampments for homeless persons.

Prohibits the host county from enacting ordinances imposing conditions beyond those necessary for public health and safety, requiring liability indemnification from nonprofits, or imposing permit fees exceeding actual review and approval costs.

Defines "nonprofit organization" as entities registered with the State, owning or controlling real property, organized for religious/charitable/educational/nonprofit purposes, and recognized as tax-exempt under Internal Revenue Code section 501(c)(3).

Shields county agencies and employees from liability for injuries, damages, or unlawful conduct arising from permitting homeless sheltering under the pilot program.
