Prohibits feeding or allowing placement of food in a manner that results in 25 or more feral birds lingering, roosting, or congregating within a 20-foot radius.

Exempts carrier pigeons, racing pigeons, show pigeons with valid permits; migratory birds with federal permits; caged birds; pest control products; poultry farming; and government employees performing official duties.

Establishes escalating penalties for violations within 5 years: second violation minimum $100, third $250, fourth $500, fifth $1,000, sixth $2,500, and sixth or subsequent violation $5,000 (up to $10,000 maximum per offense).

Removes prior language designating feral bird odors and filth as nuisances requiring health department to prove danger, allowing enforcement based on the feeding violation itself.

Creates temporary feral bird control task force with representatives from state departments and counties to develop comprehensive enforcement plan and report recommendations to legislature by 2020.
