Expands Department of Health's unannounced inspection authority to include annual inspections for relicensing of adult residential care homes, expanded adult residential care homes, and adult day care centers, with inspections conducted during or outside regular business hours.

Requires the Department of Health to post inspection reports online within five working days, including violation descriptions, corrective action plans, and facility quality information, with reports removed after three years from posting date.

Establishes a caregiver and case manager compensation task force within the Department of Health to develop recommendations addressing facility compensation based on bed capacity and issues related to late fee payments and insurance reimbursement timelines.

Makes the statute applicable to community-based foster family homes, adult foster homes, and adult day care centers, with an effective date of July 1, 2050.
