Requires the State Sustainability Coordinator of the Office of Planning to complete a holistic and comprehensive study and plan for green infrastructure opportunities in Hawaii at state, regional, and neighborhood levels.

Study and plan must identify green infrastructure opportunities including costs and savings, best practices for planning and development, implementation strategies, and legal or regulatory changes needed for execution.

Coordinator must submit a progress report to the legislature no later than twenty days before the 2021 regular session and a final report with findings and recommendations no later than twenty days before the 2022 regular session.

Appropriates unspecified general revenue funds for fiscal years 2019-2020 and 2020-2021 to the Department of Business, Economic Development, and Tourism to complete the green infrastructure study and plan.

Effective date is July 1, 2150 (appears to be a drafting error).
