H.B. 596 Summary

• Prohibits the Board of Land and Natural Resources from leasing public lands if the disposition would adversely impact trails, historic sites, cultural sites, traditional practices, or natural resources.

• Prohibits leasing to persons who, within the past 20 years, violated laws related to land use, environmental protection, historic and cultural property, civil rights, occupational safety, or labor.

• Prohibits leasing to persons who breached agreements with government agencies relating to land use entitlements.

• Requires the Board to complete a 90-day analysis of any intended lease disposition, including review of alternative land uses and documentation of comparable private land lease rates.

• Requires prospective lessees to submit information about amounts they would otherwise pay for comparable private land leases.
