Amends Hawaii Revised Statutes Section 249-31.5 to eliminate the requirement that disabled veterans receive disability retirement pay from the Armed Forces to qualify for vehicle registration fee exemptions.

Disabled veterans remain eligible for registration fee exemptions if they are Hawaii residents, have received other than dishonorable discharge from U.S. uniformed armed forces, and have a 100 percent service-connected disability rating from the Department of Veterans Affairs.

Exemptions continue to exclude vehicles used for commercial purposes and limit each disabled veteran to exemption on only one vehicle.

Takes effect upon approval.
