Reduces the Works of Art Special Fund transfer from one percent to one-half of one percent of all state capital improvement appropriations for construction or renovation of state buildings.

Creates a new Student Art Programs Special Fund to receive the other one-half of one percent of capital improvement appropriations designated for construction or renovation of state buildings.

Directs the Student Art Programs Special Fund to support curriculum, classes, and extracurricular activities in art disciplines including architecture, ceramics, dance, film, painting, photography, theatre, and music within Department of Education schools.

Prioritizes fund disbursement to schools with the highest Title I eligibility under the Elementary and Secondary Education Act.

Becomes effective July 1, 2019.
